Recent experiments on YbFe2O4 reveal a temperature range over which strong scattering occurs along a continuous spiral in reciprocal space, rather than at discrete Bragg peaks as would be the case in a system with long-ranged order. We investigate the mechanism responsible for this unbroken symmetry by studying the phase diagram of the Ising model on an FCC lattice with weak coupling between triangular layers, which we argue has a similar phase diagram, with a wide region of strong scattering but no long-ranged order.
